Shipping is coming up as $40 on a $50 order, I can’t get it to change for anything! Ouch!

I don’t have a Kohl’s charge and I cannot get the shipping to show up as a flat $5 rate.
What am I doing wrong?!

I couldn’t get the free shipping to work either but I found that MVC3101 works for the free shipping.
